Unlocking North Sea Basin offshore wind potential

To meet long-term offshore wind ambitions, countries around the North Sea must commit to expanding port space to at least 1 500 hectares by 2030. This requires adding 700 hectares, nearly doubling the current capacity. If peak demand of 1 950 hectares in 2029 and 2030 is realised, even more expansion will be necessary, with an additional 450 hectares needed for short-term peaks.

A coordinated approach leveraging the strengths of multiple ports is essential to meet capacity needs efficiently. By distributing tasks among specialised ports, the region can optimise resource allocation and enhance operational efficiency, rather than relying on a single port for all activities.

With an extensive network of ports and offshore expertise, Norway is uniquely positioned to ease development pressures. With protected waters, deep-water fjords, minimal tidal variations, and a robust offshore industry, Norway already holds over 17 per cent of the vessel market, underscoring its strategic advantage.

In the long term, Norway can diversify its offshore oil and gas industry by focusing on specialised production and services for floating offshore wind. The production of dynamic cables, anchors, moorings, and floater structures offers significant potential, leveraging Norway’s strong maritime and shipyard capabilities.

The offshore wind industry in Norway could create over 10 000 jobs annually, highlighting its economic potential. However, there is a pressing need for skilled labour, particularly in engineering and project management, to support this growth.
