Join the Norwegian business delegation to the UN Climate Change Conference (COP31)

Innovation Norway is planning a Norwegian business delegation to COP31 in Antalya, Türkiye. COP is the annual United Nations climate conference under the UN Framework Convention on Climate Change (UNFCCC). It gathers Parties, observers and accredited stakeholders to negotiate and advance the global response to climate change.

COP 31 is being positioned as both an “Implementation COP” and a “COP of the Future”, with a strong focus on turning climate commitments into measurable results. The conference will be hosted by Türkiye, with Australia leading the negotiations, and the World Leaders’ Summit will take place in Antalya on 11 to 12 November 2026.

For COP31, the Norwegian business delegation is planned as part of the Nordic Pavilion, rather than through a standalone Norwegian pavilion. This gives Norwegian companies access to a strong Nordic platform while offering a cost- and resource efficient participation.

Why COP31 matters for Norwegian business

COP31 is expected to place particular emphasis on implementation, investment and international cooperation across the full climate agenda. The COP31 Presidency has highlighted priority areas including clean energy transition and electrificationzero waste and circular economygreen and low-carbon industrialisationresilient cities and infrastructurefood systems and sustainable agricultureclimate finance, and resilience for vulnerable regions, oceans and ecosystems.

These priorities are highly relevant for Norwegian business.

Programme elements

Before COP31

  • Preparatory meetings for participating companies and partners.
  • Briefings on COP31 priorities, logistics, accreditation, security and practical participation.
  • Guidance for companies applying to host or co-host events at the Nordic Pavilion. Norwegian participants must apply for event slots under the same framework as other Nordic actors, and Innovation Norway will support participants in shaping strong applications aligned with the Nordic guidelines.
  • Mobilisation meetings and a planned kick-off meeting on 24 June 2026 for interested participants.
  • Coordination with Nordic partners and selected international stakeholders to identify event opportunities and relevant connections.

During COP31

  • Participation in the Nordic Pavilion as the main hub for the Norwegian business delegation.
  • Access to high-level meetings, networking and selected events in the Blue Zone, subject to allocated accreditation.
  • Support from Innovation Norway in positioning Norwegian companies, connecting them to relevant stakeholders, and helping facilitate visibility across Nordic and international platforms.
  • Assistance to Norwegian participants in identifying speaking opportunities and partnerships with Nordic and other pavilion organisers.
  • A practical and focused delegation model, with fewer side arrangements and stronger emphasis on value creation, visibility and relevant partnerships.

Participation rates

Participation fees are designed to ensure cost coverage of Innovation Norway’s delegation-related costs and to secure commitment from participating companies.

  • Large companies: NOK 150,000
  • Medium-sized companies: NOK 100,000
  • Small companies: NOK 50,000
  • Non-commercial actors (in accordance with state aid rules) can apply to pay in kind (time and resources) instead of NOK

Prices exclude VAT. Transport and accommodation are not included.

Who can be part of the business delegation?

We welcome Norwegian private sector actors with ambitious climate goals, relevant green solutions and a clear strategic purpose for participating at COP31. Participation is most relevant for companies and organisations that see value in international visibility, partnerships, policy dialogue and business development linked to climate action and the green transition.

Innovation Norway expects participating companies to support the goals of the Paris Agreement, act in line with responsible business conduct principles, and contribute constructively to the Norwegian business delegation. COP participation is resource-intensive, and participants should be prepared to invest both time and effort before and during the summit.

Event details

COP is the world’s most important annual meeting place for climate policy, implementation, partnerships and international climate-related business dialogue. Alongside the formal negotiations under the UNFCCC, the summit brings together governments, companies, investors, research institutions, civil society and other stakeholders working to accelerate climate action and implementation of the Paris Agreement.

COP31 is particularly relevant because it comes at a stage where the global climate process is increasingly focused on implementation, finance, transparency, adaptation and investable solutions. For Norwegian business, this makes COP31 an important arena not only for visibility, but also for building partnerships, understanding policy direction and positioning concrete solutions in an international market context.

Please fill in the application form to express interest in joining the Norwegian business delegation to COP31. Selected participants will receive more detailed information about the programme, accreditation, practical preparation and participation terms.

By accepting participation in the delegation, companies will also be asked to accept Innovation Norway’s general terms and conditions. Participation is subject to available capacity and final accreditation allocation.
