COP30 general opening hours
Monday, 10 November to Friday, 21 November: 08:00 – 22:00
Sunday, 16 November – conference premises closed all day
The Norway Pavilion will in general be open from 09:00-19:00
Registration counter
During the conference dates, registration counters will open from 08:00 – 19:00.
UNFCCC information and distribution counters:
Monday, 3 November to Sunday, 9 November: 09:00 – 17:00
Monday, 10 November to Friday, 21 November: 08:00 – 18:00
Upon arrival at the venue for the first time, participants are requested to proceed to the registration desk to collect badges for access to the conference premises. Participants must provide the following documents so that a badge will be issued:
Participants with valid badges can directly access the venue through security and access control, where their badges will be scanned. There is no need to stop by the registration desk.
Once a badge has been issued and activated, the related record cannot be deleted from the database.
There will be multiple service counters available, but please note that arriving on Monday morning typically involves long queues. If possible, collecting your badge on Saturday or Sunday will make the process easier. Monday afternoon usually sees fewer people.
The Government of Brazil has made available free of charge transport during COP 30. Transportation will be provided by a system of 15 dedicated bus lines. To access the signposted stopping points, participants need to present their badges or accreditation letter from UNFCCC.
See digital transport map, as well as further information on the transport system for COP 30 here. Operations will be uninterrupted, 24 hours a day, from 1 – 23 November 2025.
Access to ride-hailing services such as Uber, 99, and local taxis, as well as bike-sharing services near the conference venue will also be available.

Any updates on transport arrangements will be published on the COP 30 website from the Government of Brazil as well as in the Information for Participants published by the UNFCCC secretariat.
There will be a dedicated shuttle bus exclusively for the Norwegian delegation. Schedules and further details will be sent to the participants by email closer to the start of the event.
The pick-up/drop-off for private vehicles will be at Duque de Caxias Avenue. The area is intended only for boarding and disembarking, without permanence.

Mobile phones can also dial the international emergency number 112, which automatically redirects to the local service, typically 190.
Health
Belém is a regional hub in health and has a wide network of public and private hospitals.
During the event, an Integrated Joint Health Operations Center (CIOCS) will be available for assistance. All participants will have free access to the Unified Health System (SUS) in urgent and emergency situations.
For access to the private network through international insurance, insured people should obtain prior information from their insurance company about conditions of use, limits on amounts and the accredited network.
Two vaccinations are recommended: yellow fever and measles, but there is no risk picture in Belém.
In case of fire:
• Keep calm do not shout or run. Do not use the lifts (elevators);
• If your clothing catches fire, fall to the ground and roll;
• If there is a lot of smoke, crawl;
• Do not go back to pick up personal belongings;
• Follow the instructions of the security team.
• If you detect any suspicious item: Do not touch it, keep away from it and call the emergency telephone number or contact the security team.
In case of violent riots etc,:
Please note that cash and conventional debit/credit cards will not be accepted at any restaurant or Grab & Go outlet inside the venue.
The cashless card works like a prepaid card with a decreasing balance, and you can add credits whenever you like. To receive your card, simply visit one of the top-up points located throughout the venue. No documentation is required to pick up the card, and it is provided free of charge.
However, to ensure you can request a refund of any remaining balance after the event, you must link a valid identification document from your country of origin to your card during activation. This document is used solely to verify your identity when requesting a refund via https://app.meep.cloud/#/
Please note that not presenting a document does not prevent you from using the cashless system during the event, but it does make you ineligible for post-event refunds of unused credits.

Due to weather in Belém, the dresscode will be smart casual (no shorts).
ATMs are available at the conference venue and will be operational during the pre-sessional week and throughout the Conference.
A computer centre is available at the conference venue offering computer and limited printing services free of charge to all Blue Zone participants on a first come, first served basis. Further electronic device charging stations are available at several locations. Please follow the wayfinding signage for locations and directions.

Free and open Wi-Fi is available throughout the COP premises.
It is sufficient for checking emails and sending messages, but not stable or fast enough to support video calls or Teams meetings.

Any incident that infringes on the Code of Conduct guidelines should be reported either directly to any badged UN Department of Safety and Security (UNDSS) officer or by calling the United Nations Security Control Centre, which is open 24 hours a day. The phone number will be provided in due course. Incidents may also be reported to SpeakUp@unfccc.int.

Guidelines on the use of cameras and audio/video recording devices
Cameras and audio/video recording devices may be used by participants in public areas, such as lobbies and corridors, provided that such activities do not cause disruption to the activities or movements of participants or security provisions of that area.
However, the recording of audio and video by Party or observer organization delegates at open or closed official meetings or in designated high-security zones is not permitted.

Authorized media actions and publicity events by admitted observers following official procedures, in designated areas, are permitted. Materials containing abusive or offensive language or images or political pronouncements are not permitted in the conference venue.

Non-governmental organizations are responsible for the conduct of their representatives. Any behaviour not consistent with these guidelines may have an impact on current or future participation in UN Climate Change events, including de-badging or revoking access for the organization and/or the individual.
