Under Governor Murphy’s leadership, New Jersey has established an ambitious goal of generating 11 GW of electricity from offshore wind energy by 2040 as part of the State’s Energy Master Plan to transition to 100 percent clean energy by 2035. NJEDA is investing resources to ensure that the arrival of offshore wind creates jobs and opportunities for New Jerseyans in addition to generating clean, sustainable energy.
New Jersey has a clear offshore wind procurement timeline for its 11,000 MW target. This steady, transparent pipeline of procurements is responsive to industry needs and is a part of the State’s commitment to creating the conditions necessary for supply chain localization.

The Wind Institute for Innovation and Training coordinates and galvanizes cross-organizational workforce development, education, research, and innovation efforts to support New Jersey’s goal of generating 11,000 megawatts of offshore wind by 2040. The Wind Institute works with strategic partners to develop and deliver training programs and educational resources, and promote research and innovation in the state’s growing offshore wind industry.

Atlantic Shores Offshore Wind, LLC (Atlantic Shores) is a 50:50 joint venture partnership between Shell New Energies US LLC and EDF-RE Offshore Development, LLC (a subsidiary of EDF Renewables North America).
Atlantic Shores has three offshore wind energy lease areas totaling more than 400 square miles under active development.
The first two lease areas (OCS A-0499 and OCS A-0549) are located approximately 10-20 miles off the coast of southern New Jersey between Atlantic City and Barnegat Light, and the third lease area (OCS A-541) is located further offshore in the New York Bight.
Atlantic Shores also plans to build an Operations and Maintenance (O&M) facility based in Atlantic City, NJ.
